01:13The lower chamber of the Mexican Congress approved on Tuesday the Constitution's reforms
01:17in regards to national sovereignty sent by President Claudio Chambaum, a resolution which
01:21was approved in particular with 327 votes in favor and 116 against, sets the requirement
01:28of preventive jail time to the crime of terrorism, including arms trafficking.
01:32It also states that no foreign intervention would be allowed or tolerated under any circumstance.
01:37The legislators who defend the proposal ratify that it is not just another reform, but an
01:43unprecedented advance that makes it clear that the country would not accept interventions,
01:47meddling or any other act from abroad that is harmful to its integrity.
01:52The bill was then sent to State Parliament.
02:02Honduran President Xiomara Castro addressed the nation at the inauguration of the expansion
02:06of an electrical substation in Ciguatepeque in the Comayagua Department.
02:11During her speech, Castro emphasized her government's achievements, among them the health and safety
02:16projects and the focus on a more sustainable and qualitative energy, evidenced with the
02:20inauguration of the electrical substation, which will better the quality of life of nearby
02:25residents.
02:26In this context, the President touched on the recent primary polls in the country, congratulating
02:30both the Honduran people for the high turnout and the elected candidates, and urging politicians
02:35to respect the people and guarantee transparency on all instances of the electoral process.

02:55level of the Honduran people, and especially the citizens who were waiting in those sectors

06:48Delegation of the Colombian Government in Dialogues with the Guerrilla of the National
06:51Liberation Army, ELN, proposed a national congress in view of the crisis.
06:56From Bogota, our colleague Hernando Bar with the report.
07:02The Colombian government, at the dialogue table with the ELN insurgency, proposes a
07:06national peace congress convening different sectors, human rights, and social organizations
07:12in the international community, with the objective of jointly debating the guidelines for negotiation
07:17with the armed groups as a collective effort.
07:25This is a space in which we want to participate in broad sectors of civil society, organizations,
07:30networks, platforms, social movements, institutions, political, economic and social sectors that
07:43are very concerned about peace in the country due to the crisis in the implementation of
07:47the 2016 peace agreement.
07:57The critical situation that the dialogue tables are experiencing, the situation in
08:01many territories where the clashes of armed groups are causing serious damage to the civilian
08:05population.
08:10It should be recalled that the peace talks with the ELN are broken after an incursion
08:18of this group in the Catatumbo region and confrontations with the dissidents of the
08:22former FARC that left several dead and displaced people, a scenario of violence that is being
08:27experienced in different regions of the country, including the paramilitary presence, for territorial
08:32control and income from illegal economies.
08:35In this context, the initiative was welcomed by some peasant organizations.
08:45Dialogues must be resumed for the implementation of the final peace agreement signed in 2016,
08:54and that guarantees are really generated for the reincorporation of the signatories with
08:58guarantees of security of life and permanence in the territories, and that this implementation
09:02can be given.
09:03Secondly, that the dialogues with the ELN can be resumed, and that there really is also
09:12a willingness of the counterpart to move forward precisely in the construction of peace
09:16for our country.
09:24This cyclical conflict continues to claim the lives of social leaders and peace signatories,
09:3048 of whom have been assassinated so far this year, in addition to the historic dispossession
09:35of land and inequality.
09:37For this reason, social organizations must insist on dialogue to overcome violence and
09:42social injustice, a demand they send to both the executive and the ELN.
09:51It is a necessary and important initiative because there is no other choice, both for
09:56civil society and for a government inclined to peace.
10:04It is necessary to insist on negotiated dialogical ways and solutions to end the war and make
10:09a peace pact from a vision of complete peace, particularly with the ELN, however, what is
10:14really required is political will.
10:23This initiative is scheduled to materialize on April 5th and will take place in the Colombian
10:28capital.
10:36On Tuesday, Ecuadorian President Daniel Novoa announced his strategic alliance with businessman
10:41Eric Prince, the owner of the U.S. mercenary agency Blackwater, to fight narco-terrorism.

12:21Ahead of a possible peace deal with the Kiev regime, the Russian government ensured it
12:25would not accept resolutions that may affect or endanger the safety and life of citizens.
12:30Kremlin further noted that Ukrainian measures should not have been focused on just the territory,
12:34as these laws issued by the Zelensky administration were seeking to deprive citizens of their
12:38historical Russian roots.
12:40Moreover, the Russian foreign ministry stressed the importance of the land and the efforts
12:44of villagers to preserve their cultural identity.

15:28a deadline to allow the entry of humanitarian aid and to restore electricity to Gaza.

17:42The Canadian authority confirmed that he had received a call from the U.S. Commerce
17:45Secretary Howard Lutnick, with whom he agreed on abrogating the price increase.
