00:00In Caracas, Venezuela, begins the Congress of the Historic Bolivarian Bloc, an exercise
00:16of participative democracy led by Nicolás Maduro's government.
00:24In Peru, social organizations continue the demonstrations against the administration
00:28of Dilma Rousseff, and the Hezbollah resistance movement in Lebanon confronts multiple operations
00:38along Israel's border with Palestine.
00:48Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Caracas, Venezuela.
00:53We begin with the news, stay with us.
01:13In Caracas, Venezuela, begins the Congress of the Historic Bolivarian Bloc, an exercise
01:18of participative democracy led by Nicolás Maduro's government.
01:21The Congress comes after more than 90,000 assemblies in the communes and other people's
01:26power exercise spaces.
01:286,000 representatives of all the social forces and collective movements and political parties
01:33of the Bolivarian Revolution will attend this strategic meeting.
01:38Last Monday, during the preparation process of the Congress, the Venezuelan head of state,
01:42Nicolás Maduro, as the first objective of discussions, mentioned the plan of the Seven
01:47Transformations, a government program with seven lines of work for 2025 to 2030, based
01:54on the strategic thinking of Commander Hugo Chávez.
02:12And to go deep into all the details and relevance of the Grand Congress of the Historic Bolivarian
02:17Bloc, we contact our correspondent Gladys Casada with the following report.
02:21Hi Gladys.
02:22Hi, thank you for this contact and the time with you and our audience, and also for the
02:30opportunity to explain and to tell you about what is going on here in Venezuela and precisely
02:36in Caracas from today, November 14th, until Saturday, November 16th.
02:40Well, currently, there is, you know, under development the Congress of the Historical
02:47Bloc, the Bolivarian Historical Bloc, which means the gathering of the five generations,
02:52and that was defined by the President Nicolás Maduro Moros, the five historical generations,
02:57the youngsters, the elderly, and the middle time generations that held the revolution
03:03and are constructing socialism and the future of Venezuela, and also the Seven Forces, which
03:10is Seventy, and those are the social gatherings, the social organizations that are also constructing
03:17this.
03:18So the joining of the five generations and the Seven Forces result in the construction
03:23of a new agenda until 2030, and those constructions are designed and are defined in the projects
03:29of government of President Nicolás Maduro Moros, known as the Seven Transformations.
03:35And those are transformations that are mandatory and needed in terms of social equality, in
03:40terms of politics, in terms of geopolitics, and also other transformations that are needed
03:46in the nation.
03:47So far, today was the installation of this Congress, so over 6,000 delegates came here
03:53from all over the country to gather and to discuss the proposals and the suggestions
04:00for the transformations.
04:02That's the meaning.
04:03Okay, so every one of the delegates are gathered in seven working tables that are going to
04:08discuss each one of the seven transformations proposed by President Nicolás Maduro Moros.
04:14So the construction is not vertical, it's horizontal, and it's a collective one.
04:19So everyone has a voice because they are representing their grassroots members of the Socialist
04:25United Party and Movimiento Futuro and other social organizations.
04:29It is paramount to explain also that this Congress is part of the new era, the new construction,
04:36the new way that is enhancing President Nicolás Maduro Moros here in Venezuela, and that is
04:41the popular will, you know, the popular organizations who have the power.
04:47And this is something that started with the consultations to the communes, and we were
04:51reporting on that too.
04:53And now this is one of the main processes, the main points of the movement, because it
04:59is the way that they have to communicate what they want for the future of the country in
05:03terms of economy, ecology, even social development, gender equality, gender parity, among others.
05:10So so far today is the installation day.
05:12As I was saying, 6,000 delegates are gathered in seven working tables.
05:18Afterwards, tomorrow, the tables are going to discuss these proposals, these transformations.
05:25And also on Saturday there will be the last day of discussions and the closing words,
05:29the closing remarks that will give a conclusion to the Congress.
05:34Also I have to say that in the installation remarks we heard Delcy Rodríguez, who is
05:39the vice president of the country, also Jorge Rodríguez, the president of the National
05:43Assembly of Venezuela, as well as other main figures.
05:47And they were primordially given the historical context of this Congress and how this is a
05:54continuity with the policies of the revolution and the Bolivarian and independentist ideals.
06:00So this is one of the many ways to enhance the project, to enhance the construction of
06:05a new world.
06:06And we will be reporting on this in the following coming days.
06:10So this is the information so far.
06:11Now I'm going back to you.
06:14Thank you, Gladys, for all the information.
06:16We were listening to Gladys Quezada in the framework of the Grand Congress of the Historic
06:21Bolivarian Bloc that will take place in Caracas, Venezuela, until November 14th.
06:26And in other information we go to Colombia, where after nine failed attempts, the Congress
06:31has approved on Wednesday evening the bill that bans child marriage and early unions
06:36with children and teens.
06:37Senator Clara López and Representative Jennifer Pedraza presented the bill, which will help
06:44minors who are currently married or in a common-law marriage annul the engagement.
06:49The legislation's approval order abrogated the article in force in the Civil Code since
06:541887.
06:55This paramount advance has been registered the same week in which a strong national controversy
07:01arose due to the song Mas 57, where a 14-year-old is sexualized.
07:08Colombians, men and women, child marriages over in Colombia, they are just little girls,
07:22they are not wives, and they are not mommies.
07:24The Congress and the Senate have given a sample of democratic probity.
07:27We have managed to agree as a society on abrogating from the Civil Code minors' marriage in Colombia.
07:32It will take many years until the whole society understands that little girls should not be
07:36sexualized in any way.
07:42In Haiti, criminal groups are taking over Port-au-Prince capital once again.
07:47As a result, international flights have been called off temporarily.
07:50U.S. pilots working at the Toussaint L'Ouverture International Airport received a notice from
07:56the U.S. Federal Aviation Administration, which informed the temporarily suspension
08:00of operations for at least 30 days.
08:03This measure was taken after a Spirit Airlines plane, a JetBlue plane and an American Airlines
08:09plane had been hit by criminal group strikes.
08:12Citizens affirm that those measures are evidence that violence and criminal groups continue
08:17advancing on Haiti, despite the actions of the military and police officers.
08:26Peruvian workers are on national strike to demand the government of Dina Buluarte step
08:30up the fight against delinquency and organized crime in the country.
08:34Social organizations continue to mobilize in the streets of the capital, while the Asia-Pacific
08:39Economic Cooperation Forum is taking place, with the participation of global leaders.
08:44The protesters will concentrate and head to one of the venues where the forum is being
08:49held and express their demand for the repeal of the law that supports crime as well as
08:55the resignation of the president.
08:57In the last year, more than 2,000 cases of homicides have been reported nationwide and
09:03there have been close to 17,000 reports of extortion due to the wave of violence in the
09:08country.
09:14In Senegal, Prime Minister Ousmane Sankio rallies his supporters on the outskirts of
09:19Dakar ahead of the parliamentary election on November 17th.
09:23Polling stations are expected to open at 8 a.m. Sunday morning for the nearly seven
09:28million registered voters, while closing is scheduled for 6 p.m.
09:33President Bacero Diomaye Faye won 54% of the vote in March, raising hopes among the West
09:39African country's large young population.
09:42Faye and his Prime Minister Ousmane Sankio must address sluggish economic growth and
09:48high inflation, tackle widespread unemployment and deal with the large number of young people
09:54who risk their lives each year trying to reach Europe.
09:57In September, the president paved the way for early parliamentary elections by dissolving
10:02the opposition-led National Assembly.
10:12Sri Lanka began voting Thursday in snap parliamentary elections, with leftist President Anurag Kumar
10:19Disamanaye's party expected to secure a big majority.
10:23Polling stations on the South Asian island closed at 4 p.m., with 17.1 million people
10:29choosing between 8,000 and 800 candidates after a seven-week campaign that election
10:35observers say has been one of the most peaceful in the country.
10:39Election officials said more than 80,000 police backed by surveillance drones had been
10:45deployed to the country's more than 13,000 polling stations, with initial results expected
10:50on Friday.
10:56In Uruguay, the first round of the elections defined the parliamentary integration.
11:00The left-wing won a majority in the Senate and is in a favourable position to win the
11:05government in the ballot on November 24.
11:12Governability has become the central issue in the Uruguayan electoral campaign for the
11:16ballot on November 24.
11:18After the first round, the composition of the legislative chambers showed a favourable
11:22result for the opposition and its candidate, Yamanda Orsi, who obtained an absolute majority
11:27in the Senate, while the ruling party, with Alvaro Delgado, faces a complex scenario as
11:33it did not achieve a majority either in the Senate or in the deputies.
11:38In this context, Yamanda Orsi has the advantage of having one of the two chambers, which is
11:43a chamber that has more powers, more authority, as is the chamber in the Senate with a majority
11:48already assigned, that is, today he has 16 members of the Senate who are from his political
11:52force, to which he would be added in case Carolina Cos is elected.
12:02This scenario poses a difficult dilemma for the right-wing candidate, Alvaro Delgado,
12:06because he will have to negotiate with a Senate composed mostly by the broad front, which
12:10is a party that behaves as a bloc and is unlikely to approve fundamental laws.
12:17It is to be expected that Delgado will have to propose some more macro and more specific
12:22agreements and, in short, to have the capacity or the ability to disarm a little the broad
12:27front bloc, which is a bloc that generally has a very strong party-discipline trajectory,
12:32very established.
12:34And that makes it a little more difficult to negotiate or reach agreements.
12:44The management of public companies or the permissions to integrate the government will
12:47have to be agreed with the left coalition and although the political climate may help
12:51to reach agreements, this will ultimately depend on the parties.
12:57I believe that there is a very democratic climate in Uruguay that allows this collaboration
13:02but it depends on the political actors, it depends on what the parties do and who is
13:06in the Senate and in the House of Representatives.
13:14For Senator Daniel Caggiani, when the citizenship doubts in the first round the parliamentary
13:19majority for a party, in the ballot it confirms it by electing the president who has that
13:23legislative support.
13:27When the citizenship hesitates to give a parliamentary majority to one or another party in the first
13:32round, it ends up in the second round confirming that parliamentary majority with the executive.
13:39I believe that this also gives predictability, confidence, stability and I believe that the
13:44plus that Yamanda brings in case he is elected president and that he could not only have
13:49this starting point but he could also reach multi-party agreements with other political
13:53forces.
13:55I also believe that he will undoubtedly give a very important mantle of governability and
14:00stability to the country.
14:08According to a study presented by the Faculty of Social Sciences with a meta-analysis exercise
14:13based on data from 36 polls published since April 2024, the state of the electoral competition
14:18in mid-November suggests that Yamanda Orsi would obtain 48% of the votes and Alvaro Delgado
14:2444%.
14:26The second round of the Uruguayan elections will be held on November 24.

15:12Welcome back to From the South.
15:26In Lebanon, Hezbollah's resistance movement confirmed Thursday morning that its fighters
15:30have mounted multiple operations along Israel's border with Palestine.
15:35Under the motto, here we answer your call on Nasrallah, the resistance movement reported
15:40that swarm drones have been deployed to accurately hit several military bases of the Israeli
15:46genocidal forces such as Kiryat Amos and the Logistic Base 146.
15:53Hezbollah further used advanced rockets to reach the Jilir Base, headquarters of the
15:57military intelligence unit 8200 at the core of Tel Aviv.
16:02The Lebanese movement reiterated that these actions are in support of the brave Palestinian
16:07resistance.
16:14A United Nations report concluded that Israeli warlike actions in the Gaza Strip are aligned
16:19with genocide.
16:20The report assured that the Netanyahu administration uses tactics of ethnic cleansing on the Palestinian
16:25population.
16:27The agency urged the international community to rise efforts and pressure the State of
16:31Israel to stop these crimes against humanity.
16:34It forwarded detail that Israel applies high technology for its attacks, while preventing
16:39the passage of humanitarian aid to the areas affected by the ongoing aggressions, which
16:44exacerbates the humanitarian crisis the civilian population has been going through since the
16:48onset of the genocide in October 2023.
16:56The Government of Nicaragua has issued a communiqué on Thursday addressed to the President of
17:01the Palestinian State Mahmoud Abbas on the anniversary of the declaration of Palestinian
17:05independence on November 15, 1988.
17:09The communication, signed by President Daniel Ortega and Vice President Rosario Murillo,
17:13reads,
17:14We wish to express on behalf of the people and government of reconciliation and national
17:19unity of the Republic of Nicaragua and on our own behalf our most heartfelt and solidarity
17:25congratulations to you and to all the brave Palestinian people.
17:29It also stresses,
17:30This day not only commemorates a fundamental milestone in the struggle for self-determination,
17:36independence and territorial integrity, but also reflects the unwavering courage of a
17:41heroic people that continues to resist and fight for the inalienable and legitimate rights
17:47to freedom, sovereignty and justice.
17:49The communiqué closes by assuring,
17:51We reiterate our firm commitment to continue together in this tireless struggle, strengthening
17:57our historic bonds of brotherhood, solidarity, cooperation and common struggles that unite
18:02our peoples and governments.
18:11In Iran, during his latest press conference, the International Atomic Energy Agency chief
18:16Rafael Grossi warned about possible attacks to Iranian nuclear facilities.
18:21The Grossi statement comes after declarations from the Israeli Defense Minister Israel Katz
18:26stating that Iran was more exposed than ever to strikes on its nuclear facilities.
18:33I say this with regards to Iran and I say it also when I have to address, you may have
18:40seen me at the Security Council, at the UN Security Council talking about the situation
18:45in Ukraine and in Russia, nuclear installations should not be attacked, there is a whole body
18:54of international law referring to this which I don't need to repeat.
