00:00And because the typhoons are coming one after the other,
00:03it's good that we are here with my partner,
00:06and we asked for an update from them
00:09in the Department of Social Welfare and Development.
00:13Euseb Edu, how is it now,
00:16the distribution of aid to the affected regions
00:20of the typhoons that are coming one after the other in the country?
00:24You're right there, partner.
00:27One after the other, that's the key term.
00:30This is extra challenging, not just for the DSWD,
00:33but for the government as a whole.
00:35But even though it's challenging, partner,
00:37we can say that we were ready, we were prepared
00:40to deal with these five consecutive typhoons.
00:43Christine is here, from Leon, to Marce, to Mika, and then to Ophel.
00:47As of this point, the DSWD will continue to provide
00:53disaster response efforts and relief items
00:55to the affected communities, to the provinces,
00:58to the local government units that are affected.
01:01We can see the proactivity of our people on the ground
01:08because President Bongbong Marcos' deal with us
01:10was to be proactive and to be ready
01:12in times like this, partner.
01:16I can say that these are the situations that we were prepared for.
01:20All throughout the year, we were on standby
01:23for more than 1 million family food packs
01:26that we were able to use in the following typhoons and floods.
01:31President Bongbong Marcos' deal is that within 24 hours,
01:36partner, within 24 hours,
01:38when these sites are cleared,
01:41we need to provide assistance to our fellowmen.
01:44And so far, as of 6 a.m. today,
01:48more than 1 billion in total humanitarian assistance
01:51has been distributed by the Department of Social Welfare and Development.
01:56Out of that, more than 1.4 million family food packs
02:00were given to the provinces that were affected by 500 typhoons.
02:05Not only food packs, but also non-food items,
02:09hygiene kits, as well as drinking water.
02:14This is very important, partner.
02:15You can see in President Bongbong's briefings
02:18that the supply of water to the affected areas is really depleting.
02:23That is why the DSWD is there to provide the needs of our fellowmen.
02:27And this is continuous,
02:29because we know that there were five typhoons,
02:31and there are people who are expected to arrive,
02:33that is why our replenishment is continuous.
02:36We prepositioned here in our strategic areas.
02:39We have warehouses there
02:42where we put the family food packs and other relief items.
02:45Local government units are very helpful.
02:47Our partnership with local government units is very crucial
02:51because they also provide the warehouses
02:53where our family food packs are placed.
02:57Speaking of warehouses,
02:59Usec Edu, of course, there are a lot of questions.
03:01It's good that our warehouses are not flooded
03:04where we put these food packs,
03:07and the hygiene kits, and other essentials.
03:12Yes, very good point, partner.
03:15In terms of planning,
03:16we are making sure that our warehouses are disaster-proof.
03:21First of all, in high places.
03:23Second, the materials can withstand strong typhoons,
03:27and wind, and rain.
03:28That is why we will make sure that our relief items are protected.
03:33And the rationality there, partner,
03:34is because of the President's immediate response,
03:37so that immediately after the typhoon hit,
03:40our LGUs already carried out clearing operations.
03:43The search and rescue is done.
03:44The DSWD and LGUs will be sent in.
03:47We will immediately give it to the communities
03:50because it is already there in their localities.
03:52Usually, how long before it reaches them?
03:55For example, here in Nagdaang, Christine, in Bicol,
03:59if the typhoon hit,
04:00when did the food packs reach them?
04:03Or the recent typhoon that hit Isabela,
04:07when did it reach them?
04:08Yes, that's it, partner.
04:10This is what we call a proactive disaster response
04:13by our administration.
04:15The President is willing to give them those family food packs
04:18within 24 hours.
04:21That's why we are already preparing for it.
04:23Sometimes, we are already preparing for it before the typhoon hits.
04:26Or while they are dealing with the typhoon,
04:28we are already distributing family food packs
04:30because we have prepositioned it.
04:32That is our strategy.
04:33We have prepositioned the family food packs
04:36on the local level, on the ground,
04:38in the LGUs, in the barangay communities.
04:41And the distribution of those food packs,
04:43it's good for how many days
04:45until you replenish it again?
04:47Our DSWD family food pack
04:50is good for a family of five.
04:52That's good for three to five days,
04:53the stock that we are distributing there.
04:55And if another stock is needed,
04:58we will distribute it again
05:00for the next week.
05:02That is our strategy.
05:03Alright.
05:04According to you,
05:05Yusek, what regions are being affected
05:10by the typhoon Christine?
05:12And now, regarding the typhoon Nika,
05:14how many affected families or individuals?
05:18Yes, partner.
05:19As I said, this is very peculiar
05:21because the typhoon is coming one after another
05:24and the typhoon is passing through the same area.
05:26That's why they haven't been able to wake up yet.
05:28But now, there is a new deluge that has arrived.
05:32And according to the latest data from the DSWD,
05:35more than 2.7 million families
05:38have been affected by the last five typhoons
05:41here in Luzon.
05:44And the focus of most of our residents
05:48is in Bicol, partner.
05:50In fact, here in the Bicol region,
05:55more than 790,000 families
05:59have been affected by the typhoons
06:02with concentration here in Camarines Surnga
06:06and also in Calabarzon, in Region 4A.
06:10Rather, the last typhoons have been affected.
06:15As for the typhoons Nika and Ofel,
06:18our focus is in Hilagan, Luzon.
06:21As you know, in Region 1, 2, 3
06:23and Cordillera Administrative Region,
06:26these three typhoons hit.
06:29That's where we focused on our disaster response.
06:32Okay.
06:33We also asked how many houses were damaged by these typhoons
06:38and what assistance can they receive from the DSWD
06:43to repair their homes?
06:47Yes, partner.
06:48According to the DSWD data,
06:50we have seen a wide-scale impact
06:54or damages that were caused by the last five typhoons.
06:58More than 209,000 houses were affected.
07:02These houses were partially and totally damaged
07:06all across those affected regions.
07:09As we said, apart from immediate relief like family food tax,
07:13we also provide cash assistance
07:15to those affected by the typhoons
07:17through our AX,
07:19or Assistance to Individuals in Crisis Situation.
07:21That's for immediate relief.
07:24We also have an early recovery partner
07:27for disaster response.
07:29We provide them with emergency cash transfer
07:32to help them rebuild their homes.
07:36That's different from the initial AX
07:39that we provide cash assistance.
07:41Once they recover and are cleared after a week,
07:45that's where the ECT or Emergency Cash Transfer Assistance
07:49that we provide them with
07:50to buy materials to rebuild their homes.
07:54We have a question from Ivan Myrina of GMA News.
07:59How much is left of the department's funds
08:03for our disaster response
08:05given that there are still more than six weeks left
08:09in 2024,
08:11and there's a possibility that the typhoons
08:14will become more destructive
08:17and may cause more damage
08:19and will necessitate evacuation?
08:23Yes, partner.
08:25Actually, as I said, this situation is very peculiar.
08:28As I said, the typhoons are coming one after the other.
08:31It's expected that a lot of funds
08:33will be released by the department
08:35when it comes to disaster response.
08:36As we mentioned earlier,
08:38more than P1 billion was released
08:40in these five typhoons.
08:41And we still have P100 million
08:44of standby funds.
08:47Obviously, it's not just P100 million
08:50that's left in our fund for disaster response.
08:53But the good news, partner,
08:56is that our funds are replenished quickly
08:58when it comes to disaster response
09:00because our quick response fund
09:04is replenished very quickly
09:06by the Department of Budget and Management.
09:09In less than a week,
09:10they will be able to release their funds
09:12because disaster response is a priority.
09:15And we are expecting,
09:16apart from that P100 million of standby,
09:18P875 million will be released.
09:21So we're expecting it
09:23within the week or next week.
09:24We'll be able to get that fund
09:26so that we can help prepare
09:29for the upcoming typhoons.
09:30And this almost P1 billion,
09:33hopefully by next week,
09:34we'll just go to the DSWG.
09:36Yes, that goes directly to our quick response fund.
09:40And will you also use this
09:41to add more food packs?
09:44Because, of course, it's coming one after the other.
09:46And in history,
09:49until November or December,
09:51the strongest typhoons will happen.
09:54Do you have enough family food packs?
09:57Yes, good point, partner.
09:59And also, as I mentioned earlier,
10:00we have 1.4 million family food packs
10:03that were released in the past five typhoons.
10:07And the good news is, as I said,
10:09DSWG is proactive.
10:11We are prepared.
10:12We have a standby of 1.3 million
10:14family food packs on standby.
10:16So we're ready.
10:17DSWG is what President Bongbong promised.
10:20The government is ready
10:21to respond to more typhoons to come.
10:26Will 1.3 family food packs be enough for the year?
10:31Or do we still need to replenish it?
10:33That would depend, partner,
10:35on the damages to be caused
10:40by the incoming typhoons.
10:43So it depends on the range of typhoons to come.
10:49But by projection,
10:50if it's not enough,
10:51our procurement process for disaster will be faster.
10:55So if it's not enough,
10:56we have standby funds
10:57that we can buy right away.
10:59All right.
11:00And of course, we should not forget
11:02how the social workers and volunteers
11:06who are helping you at DSWG
11:10and how they are coordinating your work
11:13with the help that is needed.
11:16But of course, they are just people.
11:18And who knows,
11:19their families might be affected as well.
11:23That's right, partner.
11:24While we are the carers,
11:27we also have to care for the carers.
11:29Our responders are really there.
11:32Your DSWG social workers are really dedicated.
11:35Our angels in red vests are there right away
11:40to assist our fellow countrymen.
11:44And the good news here, partner,
11:46we really saw the countrymen's spirit.
11:49We saw the extent of the damage caused by the last typhoon.
11:53And we saw the whole-of-nation approach.
11:55Different government agencies
11:58and private sectors really helped us.
12:02They helped us pack relief goods.
12:05In fact, we have more than 1,300 volunteers
12:09who helped us in repacking our family food packs.
12:16So we really saw the countrymen's spirit
12:18of our fellow countrymen here in the past five typhoons.
12:22Here in Metro Manila,
12:23if there are people who want to volunteer
12:25or help you at DSWG,
12:28where can they coordinate or go?
12:30Yes.
12:32Partner, we have what we call
12:33the National Resource Operations Center.
12:35That's where DSWG packs our family food packs
12:39and hygiene kits and non-food items.
12:43This is located in Pasay.
12:45So you can go there or call DSWG.
12:48Check our official Facebook and social media accounts
12:52to see where we can sign up.
12:56So you can schedule.
12:57Of course, you can't walk in.
13:00You can schedule their volunteering or repacking.
13:03And usually, partner, we call for volunteers.
13:06We post our calls
13:08to help our countrymen in packing.
13:11All right. Thank you very much, Eusebio Edo,
13:14for sharing your updates with us
13:16from your home in DSWG.
