00:00The second day of the United Nations General Assembly is underway.
00:12World leaders rejected Israel's genocidal actions and unilateral coercive measures during
00:16the first day of the General Debate.
00:21The Lebanese Islamic resistance movement Hezbollah carried out a series of attacks against Israeli
00:26military targets, including the headquarters of the intelligence agency Mossad in Tel Aviv.
00:34And Hurricane Helene is intensifying, growing in size and forecast to hammer Florida's Gulf
00:39Coast on Thursday with potentially devastating storm surge, damaging winds and flooding rainfall.
00:49Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
00:53We begin with the news.
01:10On the second day of keynote addresses at the United Nations General Assembly, world
01:14leaders are proposing solutions to tackle global challenges that threaten peace and
01:19sustainable development.
01:20On the first day of the United Nations General Assembly, the senior authorities stressed
01:25the importance of taking action in the face of climate crisis.
01:29In this regard, the heads of state and government rejected the genocidal actions of Israel and
01:34the imposition of unilateral coercive measures.
01:37The Latin American governments will play a key role in the second day, with the speeches
01:41of President of Dominica Sylvain Burton and the Minister of Foreign Affairs of Venezuela
01:47Ivan Hill.
01:53And as we continue closely following the 79th edition of the United Nations General Assembly
01:58underway, our Special Envoy, Jorge Gestoso, dialogued with the Prime Minister of San Vincente
02:04and the Granadines, Raul González, for an exclusive interview with Telesur.
02:08Let's listen.
02:11We are at the mission of San Vincente and the Granadines at New York, and we have the
02:18honor to have with us the Prime Minister of San Vincente and the Granadines, Mr. Raul
02:23González.
02:24Always a pleasure to have you, Mr. González.
02:28Thank you very much.
02:29Mr. González, what is the issue that you're bringing to the general debate that concerns
02:35you the most?
02:37Well, the first, most important thing is for us to continue the work at Small Island Developing
02:45States, which we elaborated at our meeting in Antigua and Barbuda in May, addressing
02:53the concerns of the 39 SIDs in the world, 70 million people, issues on climate change,
03:04climate financing.
03:06And then, of course, we are very much concerned about the contradictions in the world today
03:14and all the material difficulties that people are facing, and issues in Gaza and Ukraine
03:22and in other places, the Democratic Republic of Congo, Sudan and, of course, Haiti.
03:33Each of these conflicts has its own peculiar origins and context, but they're all reflective
03:41of a failure of the multilateral system, which is important for us to promote in order to
03:48have peace, justice, prosperity and security.
03:54And in the hemisphere, the issue has to be addressed about the ghost of Monroe, which
04:05still stalks the citadels of a great nation, and we suffer either collaterally or directly
04:21because of this ghost, and this ghost is made flesh in many cases.
04:25Still alive and kicking?
04:27Yes, and the weaponizing of the financial system against Venezuela and Cuba, the embargoes,
04:35all the unjust declarations against these two countries, among others.
04:43And really to re-emphasize that there's no country in the Caribbean and Latin America
04:48which is a threat to this great nation, a nation of tremendous innovation and culture
04:59and hard work and ingenuity and prosperity.
05:06Of course, there are downsides, and one of the downsides is this ghost which traverses
05:16the marbled halls of the power brokers across this great empire.
05:23You have always the threat of climate change.
05:25You're living in first-hand hurricanes and devastation in the island.
05:33Absolutely.
05:34In St. Vincent and the Grenadines, since the dawn of the 21st century, we have had 12 major
05:40climatic events that separate and distinguish from the volcanic eruptions of April 2021.
05:49So that's a big issue for us.
05:50The last one is Hurricane Beryl, July the 1st this year.
05:57It affected 20% of our population and direct economic damage, one-third of our gross domestic
06:05products.
06:06So it's a serious matter for relief, recovery, and reconstruction.
06:11And the multilateral financial institutions are not fit for purpose to deal with these
06:20kinds of climatic events and the danger they represent and the damage they cause.
06:32What about the economy, because also the fact that the world economy is not growing
06:37at the pace that everybody would love to, you also are feeling the pain.
06:43We do feel the pain.
06:46Part of it has to do with the internal contradictions of the dominant forces in the global political
06:51economy and the outpouring from the contradictions within that political economy with war and
07:00the expenditure on war, weapons of mass destruction, lethal weaponry.
07:07And if we can spend even a fraction of that kind of money on human beings and to deal
07:13with climate justice and poverty and unemployment and education and issues touching and concerning
07:21women and girls and the young people, we'd be in a far better place.
07:26And the only area, the only zone in where we can bring all these things together is
07:32in the multilateral space.
07:35Hegemons and would-be hegemons don't really want to act multilaterally unless they do
07:46it within their own interests, because great powers have a tendency to want to maintain
07:55dominance.
07:57And they have been so historically.
07:58And now and again, they dress it up and tell us that the central contradiction is about
08:05democracy versus autocracy.
08:06Well, St. Vincent of Greenleaf is a democratic country, we are free, we are independent,
08:12and we remain so always.
08:16And from where we sit, from where we stand, the central contradiction is not between democracy
08:24and autocracy.
08:27It is who gets what, when, where and how, who owns and controls the means of production,
08:33distribution and exchange.
08:35That's what it is about.
08:37And when the various factions and nation states across the world, the hegemons and would-be
08:43hegemons talk about the new world order, I ask the simple questions, what's new?
08:50Which world?
08:51And who gives the orders?
08:53What about the BRICS, how you see it?
08:57That's an important countervailing force which is arising.
09:02Still you have a unipolar world, but it's increasingly coming under strain and questioning.
09:11And that's part of the problem.
09:14And in some countries, you have an option being pursued, which is either a neoliberal
09:23option or even a neo-fascist option in some cases.
09:30Because the persons who are running these lines, apart from wanting to make their countries
09:37white again, which they never ... the country is never white.
09:42In any case, you can't turn the clock back.
09:44We are where we are.
09:46And it's really about maintenance of hegemony.
09:50To me, it's a very straightforward matter.
09:53And in a great nation, sometimes we find ourselves where we are in the shadow of this great nation.
10:01We become prisoners to their presidential politics and so on and so forth.
10:08We have to live with these things and find the spaces to be able to organise our affairs
10:17in our own interests.
10:19It's not easy.
10:21And we have to ensure that we build alliances.
10:29And we build these alliances not to undermine anybody, but to build alliances to advance
10:36our own cause, our own interests, the interests of the people, to make sure that we live decent
10:44lives.
10:46As a neighbour of the Caribbean, Haiti, a question in two parts.
10:54One, basically pushed by the US, it has been sent a quote-unquote police force to put order.
11:05No results at all.
11:06It was not a United Nations typical mission because it was not financed by the United
11:11Nations.
11:12It was financed by the US.
11:14So far, no results at all.
11:17What it then tried to say that it's going to bring peace and whatever, it's not working.
11:22So part of the question should be, is it already another intervention of the first world that
11:30is failing in Haiti?
11:32And the second part of the question, your reaction of Haiti in the political campaign
11:38of the US trying to diminish the credibility of the Haitian and say that they're eating
11:45cats and dogs.
11:46Yeah.
11:47Well, the latter issue about cats and dogs is just rubbish, absolute rubbish.
11:53Is where prejudices are being raked over in a quest of something ignoble.
12:03I don't think serious people take that kind of a rubbish, give it any credence.
12:09The question, the first part of the question, the more complicated one, when people are
12:16suffering from violence generated by gangs and criminal gangs.
12:26Sometimes they put on the cloak as though they're Robin Hoods, but criminal gangs.
12:33People want peace, they want security, they want humanitarian assistance, they want to
12:38see certain basic rights restored to them, they want to see democracy, they want to be
12:46able to go about their lives in some way, give meaning to themselves and their families.
12:54And people would look to any source for security.
13:00Haiti is a member of the Caribbean community and we have been working politically on important
13:04questions and this is through the work of CARICOM that we are able to get the presidential
13:10council moving and see that there's a government in place, which reflects broad interests.
13:16Not yet elections, we'll get to that in another year's time, hopefully.
13:23Always within the framework of something being Haitian led and Haitian devised.
13:32The Kenyans who are there, they're part of the MSF, the multinational security force,
13:46which the United Nations Security Council has approved of, not as part of a peacekeeping
13:54force from the United Nations.
13:56We have been there, that one before, and that wasn't very successful.
14:02No, this one is to get countries to help.
14:09The United States is not going to put in any troops for all kinds of different reasons.
14:15No, you need Canada.
14:18So, other countries have said, well, we can help, but it's an expensive business.
14:24So, I don't see what is happening the same as the old-fashioned interventions.
14:32It's more nuanced and look, when you're in a difficult situation, you have to try
14:42to make the best of it because men and women make history, but only to the extent that
14:48the circumstances of history permit them so to make.
14:51As I said, if you're living in the capital city and 80% of it is controlled by gangs
14:59who can act capriciously, you're not concerned about where the security comes from.
15:04The truth of the matter, though, is that the number of security personnel from outside
15:10on the ground, so far they're not making a significant difference.
15:15They've made some difference, but the gangs are still there to be dismantled.
15:19So, it's still a challenge.
15:20A great challenge.
15:21You think it's going to see results or hopefully results in what sort of term?
15:27Short, medium, large?
15:29No, this is a long haul and hopefully we can have enough security for the electoral system
15:38to be fashioned and for people to be able to campaign.
15:41For next year, for example?
15:43Maybe next year, maybe another year plus.
15:47You're optimistic?
15:49Well, hopeful.
15:54You know, there's a Pauline virtue about faith.
15:59It's the substance of things hoped for.
16:04The evidence of that which we have not yet seen.
16:08Mr. Prime Minister Raul González, thank you very, very much for having us.

16:48The Lebanese Islamic resistance movement, Hezbollah,
16:51has carried out a series of attacks against Israeli military targets
16:55including the headquarters of the intelligence agency Mossad in Tel Aviv.
16:58On Wednesday morning, the Lebanese resistance group confirmed
17:01they hit the complex with a Qadar-1 ballistic missile.
17:05Hezbollah explained that the attack against the Israeli office
17:08is a response to the planning carried out by the body
17:12that resulted in the assassination of several of its commanders.
17:15On the other hand, Israel assures that the anti-aircraft defence intercepted the rocket.
17:20This is the first time since the escalation of tensions between Lebanon and Israel
17:25that the resistance attacks the city of Tel Aviv.
17:28The Zionist regime in turn attacked residential areas in southern Lebanon minutes later.
17:45Let's go live at this moment with our special envoy at the United Nations General Assembly, Jorge Gestoso,

18:14with the Foreign Affairs of Venezuela, Ivan Gil.

18:17Hi, Gestoso. Can you hear me?
18:19We have the privilege to have the Minister of Foreign Affairs
18:29of the Bolivarian Republic of Venezuela, Mr. Ivan Gil.
18:33Minister, thank you for being here.
18:36Thank you. It's an honour being here and talk about what we have done here in the United Nations.
18:42You have done a lot.
18:43And you just came out of a meeting with the Russian Minister of Foreign Affairs,
18:51Sergey Lavrov.
18:54What was relevant about that meeting?
18:56Well, Venezuela and the Russian Federation have an extraordinary relation.
19:01We may say that we are building a strategic alliance from long ago,
19:06from the era of Chavez, commander.
19:11We have done great agreements and built great projects in the energy, health, transportation areas,
19:20in almost all areas of the economy.
19:23And we have built relations.
19:25And with the Minister of Foreign Affairs, we were talking about those aspects,
19:29details of collaborations in matters of finance, politics and flights and tourism.
19:37We have a lot of tourism from Russia to Venezuela.
19:40A new and powerful alliance.
19:42Russia is a great technological power and industrial power.
19:48It has a great history and oil production capacity that we share this vision with natural resources.
19:58And we were also analysing the geopolitical situation with those nations and also in the world.
20:05Russia submitted to an attempt of attacking its territory from Europe using NATO as a platform.
20:14We were analysing the situation, the situation in Palestine, world peace, situation of the United Nations.
20:22We are partners in the group of the letter of the United Nations.
20:27And we were analysing an initiative of respecting the agreements of the United Nations,
20:32building multilateralism as the only way to preserve peace and re-establish peace.
20:39It has been an interesting meeting, very deep, and several aspects in bilateral and multilateral relations.
20:49These same days, the second day of general debates here in the United Nations, your intervention,
20:58which topics are you going to talk about, what's happening in Venezuela?
21:03Briefly, we are going to intervene in the General Assembly.
21:08Venezuela brings a denouncement about the instrumentalisation to the United Nations to attack sovereign countries,
21:17how the United Nations has instrumentalised to attack countries like Venezuela.
21:22And Venezuela is a victim of an attack from the United States against its institutions.
21:27The United States is using its territory for building conspirations in Venezuela.
21:36We saw that recently, the denouncement of the Minister of Interior, Justice and Peace, Dilso Cabello,
21:45how we have captured an official military that was active in Venezuela during the elections and after the elections,
21:53directing terrorist operations to murder the President of the Republic, the Vice President,
21:59to attack the Miraflores Palace, to attack infrastructure, bridges, hospitals.
22:06And we are going to denounce this in the speech.
22:12And also, the way in which the United States has given to this operation of conspiration against institutions,
22:23against Venezuela, that have been defeated before.
22:28Let's remember the recent attempt of invasion in May 2020.
22:33Defeated from the Caribbean Sea, the head-on operation from Colombia.
22:40Several operations have been attempted and all of them have been defeated, also this one.
22:44And we demand to the United States to agree with their commitment, the one it signed,
22:50when it committed to raise all the sanctions as a way to normalise relations with our country.
22:57And you're going to denounce NATO.
22:59So, yes, we are going to denounce NATO, as we have always done before.
23:03We were talking about that with the Russian Minister of Foreign Affairs.
23:08Because NATO has become the biggest threat for world peace, not only in Europe, but also in Latin America.
23:16We are seeing an advancement.
23:19We are seeing governments, such as the one of Ecuador and Argentina,
23:26allowing the installation of military bases in Latin America.
23:32Hostile bases that put at risk the peace and security of the region.
23:37This is a very severe fact we're going to denounce.
23:41You have been strong, even in the future summit where you participated,
23:46regarding the denouncement of what you qualify as genocide of Israel in Palestine, defending Palestine.
23:53And let's talk about the position of viewers in this speech.
23:58First of all, condemning Israel, the Zionist state that has started for several years,
24:07a massacre against the Palestinian people.
24:11But from October 7, it became a true genocide.
24:1540,000 dead.
24:18And we know the figures might be bigger.
24:22Children, women, innocent men.
24:25The bombing of infrastructure, houses.
24:30It's madness what is happening.
24:32The worst action we have ever experienced since Adolf Hitler in Germany.
24:38It's the worst that humanity has ever met since the United Nations was constituted.
24:42It was constituted precisely to avoid these kinds of events.
24:46Unfortunately, we're seeing them.
24:49The Prime Minister of Israel, Netanyahu, is out of control.
24:54Now starting a war operation in Lebanon.
24:57It's invading Lebanon, practically bombing civilian buildings, killing innocent people.
25:05They started an operation of state terrorism, activating bombs in communication devices.
25:16But in private companies, they intervened in the supply chain to make things explode,
25:22which is a terrorist action that puts humanity at risk.
25:27We all can use a cell phone, a radio, so we are not safe.
25:31Since Israel has proven that it is capable of murdering through these devices,
25:38so it causes a state of insecurity in the world.
25:41We're going to denounce that.
25:42That has to do with the Palestinian genocide.
25:44And also we need to urge the international community to mobilize against this.
25:52And what the Palestinian people are living is unfair.
25:59We're talking about Sergey Lavrov.
26:01You just met with him.
26:02In three weeks, the BRICS summit in Kazan, Russia.
26:07President Nicolás Maduro is invited.
26:10Did you talk about it?
26:11What do you think about BRICS and the future of BRICS in Venezuela?
26:14Yes, we see BRICS as hope.
26:17It's a new way of organizing the world.
26:20A world based in complementarity, solidarity,
26:23not only in trade aspects or business aspects,
26:28but a world based in the only way of getting out of and develop is all together.
26:34Great powers there, present, China, South Africa, India, Russia, Brazil,
26:41now joined us, Iran, Ethiopia, Egypt.
26:47It's a great love and Venezuela participates in the former BRICS Plus in this meeting
26:54and has participated in all of the meetings.
26:57We have stated our aspiration to become partners of BRICS in the next meeting.
27:01We're working on that.
27:02We count on the support with Russia.
27:05We will continue to work with BRICS.
27:07Since beyond an organization, it is a work advantage,
27:13a doctrine that allows to advance in geopolitical relations and development of our countries.
27:19If you have to summarize in a headline your participation,
27:24Venezuela's participation in this General Assembly,
27:28what is the results of Venezuela, what Venezuela leaves to the United Nations?
27:35Venezuela has brought the truth, the truth of Venezuela,
27:38and has denounced truths that are awkward for the world, are able to be manipulated.
27:47Venezuela has morals, has advantage that we don't owe anything to anybody,
27:52and we can't denounce.
27:53And we have found good reception of the world.
27:58The world has reacted to these difficulties,
28:01and we are going to see this mobilization soon.
