00:00Israel's strikes continued to pound Gaza as attacks killed at least 28 Palestinians
00:15at a Noura school sheltering displaced people in Havalia, in the northern Gaza Strip.
00:24The government of Egypt met on Thursday with the Minister of Foreign Affairs of Iran to
00:29discuss the growing tensions in the Middle East.
00:37And the United Nations affirmed that the resurgence of the armed conflict in Sudan is forcing
00:42the displacement to shed of at least 25,000 people in the month of October alone.
00:55Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana,
00:59Cuba.
01:00We begin with the news.
01:18Israeli strikes killed at least 28 Palestinians at a Noura school sheltering displaced people
01:24in Havalia, in the northern Gaza Strip.
01:26The attacks have been non-stop as northern and central Gaza are the main two areas the
01:31Israeli military has been focusing on since the early hours of this morning.
01:36One of the major attacks on the north of the Strip was conducted on one of the main on-run
01:41shelters in Havalia, a refugee camp.
01:44According to Gaza's authorities, apart from the 28 confirmed casualties, 160 others were
01:50wounded.
01:51In this context, the number of United Nations-run facilities targeted since October 2023 has
01:57risen to over 190, hit or damaged without any sort of warning.
02:07Several international organizations, including the World Health Organization, called on Israel
02:11to allow humanitarian aid into northern Gaza to rescue the thousands dying under the rubble
02:17and to distribute food and water.
02:19For 13 days, the genocidal troops have been besieging the north of the Palestinian enclave.
02:25Israel has dropped 75,000 tons of explosives on Gaza.
02:29The north has been reduced to rubble that crushes thousands of people who survive while
02:34waiting for rescue groups that work with their hands removing tons of rubble because Israel
02:40prevents the entry of fuel.
02:42Fares Afan, head of the emergency services in the north of Gaza, assured that people
02:47are dying of hunger and that Israel is destroying all that is alive.
02:56The Islamic resistance in Lebanon carried out three operations against Israeli military
03:00equipment and facilities on Thursday.
03:03Hezbollah has hit several Merkava tanks and bombed Zionist military installations and
03:08formations in the Sheba farms.
03:10In response to these military attacks, the occupier has again targeted several homes
03:15and civilian areas in southern Lebanon, especially in the areas of Kanir, Deir Ekanun, Al-Nar
03:21and Al-Rayyan.
03:23They have also repeated attacks against facilities of the United Nations Interim Force, from
03:27where they denounced the attack on one of its watchtowers in Kafr Qela.
03:37In Spain, the legislator and general secretary of the Unidas Podemos coalition, Ione Belarra,
03:42accused the Spanish government of being an accomplice of the genocide in Gaza.
03:47Belarra highlighted the hypocrisy of Prime Minister Pedro Sánchez when calling for an
03:51arms embargo on Israel, while authorising millionaire payments for world trade with
03:57that country.
03:58The lawmaker assured that the government has kept the arms trade with Israel after October
04:027th.
04:03Belarra granted that Sánchez has been pursuing a double standard policy, supporting the Palestinian
04:09people on his keynote addresses, while opening the Spanish ports to the ships that transport
04:14the munitions with which Israel murders women and children in Gaza, the West Bank and now
04:20Lebanon.
04:21Look, President, I think that what we are talking about is very serious.
04:28Past Sunday, Israel did this.
04:30It burned alive dozens of people in tents when they were in a refugee hospital.
04:35What difference does this make to the gas chambers of the Nazis?
04:39I ask you, ladies and gentlemen, everyone, the president, no difference.
04:44And we are being complicit as a country in this genocide.
04:48You go around the world talking about an arms embargo that you are unable to pursue as a
04:52government.
04:53The government, your government, has sold weapons after October 7th.
04:58You have bought weapons worth one billion euros, one billion euros, ladies and gentlemen.
05:04In this year of genocide, you have allowed the transport of weapons through our ports.
05:09All this year.
05:10If you really believe in the arms embargo, Mr. Sánchez, stop lying and apply it once
05:16and for all.

05:34Welcome back.
05:48In China, the Venezuelan Vice President for Communication, Culture and Tourism Alfred
05:53Ñáñez and Telesur President Patricia Villegas held meetings with the HUA Technology Executives
05:58in the city of Meng'anhao in the framework of the Sixth World Media Summit.
06:04The meeting with the Chinese company, part of the first group of businesses of the future
06:08of the digital economy, follows in the premise set by President Nicolás Maduro to add access,
06:15the risk and opportunities for the correct use of artificial intelligence in benefit
06:20and not in replacement of humans.
06:23The media summit is being held in the Xinjiang Uygur region until October 20th to debate
06:29the role of artificial intelligence technology in the media industry, addressing the challenges
06:34posed by artificial intelligence and encouraging the harnessing of its cutting-edge innovations
06:40while combating its use for cognitive warfare.
06:49On Wednesday, the President of Venezuela, Nicolás Maduro, set a goal for the six-year
06:53term 2025-2031 that 70% of the country's budget will be allocated to the people's
06:59power.
07:00He said this at the event held at the Teresa Carreña Theatre in Caracas, the country's
07:05capital.
07:06In the presence of coffee farmers, organizations of popular power and representatives of the
07:11Brazilian Loveless Movement, the head of state emphasized that the objective is to promote
07:16a productive homeland with new models of management and production.
07:21The Bolivarian leader recognized, after evaluating the large popular consultation processes
07:26that have taken place, the management capabilities of the communities.
07:36I am setting the goal as it has to be, Madam Vice President, Minister Ángel Prado.
07:42The goal in these next six years of popular government with the people as president from
07:47January 10, 2025 to January 10, 2031 is that 70% of the country's resources go directly
07:57to popular power through the new mechanisms of consultation, sovereign decision of the
08:02people at the base level.
08:09In Venezuela, during his television program, the first vice president of the United Socialist
08:14Party, Diosdado Cabello, ratified his support to the president of Colombia, Gustavo Petro,
08:19in the face of the coup attempts promoted by the various narco-paramilitary groups and
08:23corrupt politicians of the Colombian ultra-right wing.
08:32I said last week, and I ratified, full as the full moon, I have nothing to decide when
08:38it comes to supporting someone in Colombia.
08:42I have nothing to decide, because that is decided.
08:47I will never prefer Uribe over Petro.
08:51I will never prefer Duque over Petro.
08:55I will never prefer Pastrana over Petro.
08:59I will never prefer Santos over Petro.
09:03I will never prefer Vicky Dávila over Petro.
09:08There is narco-paramilitarism, and President Petro has tried to settle that country, closing
09:14the way for four years.
09:17Four years of attacks against drug trafficking has its impacts, especially in the pockets
09:22of drug traffickers, in their checkbook.
09:32In Colombia, the government of President Gustavo Petro filed a bill to coordinate the indigenous
09:37jurisdiction and the national judicial system.
09:40This is an initiative led by the Minister of Justice Ángela María Buitriago and the
09:45President of the Superior Council of the Judiciary, Diana Remolinos.
09:49This is the first recognition of the due process of 116 indigenous justice systems in Colombia.
09:55It also represents an important step forward in the regulation of Article 246 of the Political
10:02Constitution of the country, which recognizes that indigenous peoples have the right to
10:06be judged under their own authorities and procedures.
10:15In Bolivia, the Supreme Electoral Tribunal warned about new obstacles that are being
10:19deployed to prevent the country from electing the highest authorities of the judiciary in
10:23December.
10:24Our correspondent Fredy Morales tells us the details.
10:30The judicial elections, a year late, must be held next December 1st and are in the hands
10:35of the Supreme Electoral Court, but new obstacles have arisen.
10:39Two people who were not qualified as candidates have requested the judiciary to halt the process.
10:49We are concerned because we see that there is a double discourse, a double standard that
10:53is leading to a desire to overturn the 2024 judicial elections.
10:58We as an assembly are endorsed, but there are practically two people who have presented
11:02this appeal who are trying to paralyze or overturn this electoral process.
11:11The legislature, which must carry out the pre-selection of candidates, took almost two
11:15years in this process, which was paralyzed several times due to lawsuits from those who
11:20were left out.
11:21There is a democratic institutional fragility that is being deepened.
11:27We cannot naturalize.
11:29It is not normal for authorities to be interim indefinitely, because this affects democracy,
11:38affects the legitimacy of the institutions and affects the credibility of the state before
11:43society itself.
11:50The appeal of those who were left out of the race now takes place when the elections are
11:55halfway to be held, in charge of the Supreme Electoral Tribunal.
11:59The election will be held on December 1st.
12:04I have been involved in electoral processes for the last 10 years, and I have never seen
12:08that an electoral process has so many obstacles.
12:12We are very concerned about the lack of legal certainty in the work carried out by the electoral
12:16body, both for the voters and the candidates.
12:23Two lawsuits to paralyze the process were admitted by judges in the cities of Cabeja
12:28and Trinidad in the last hours.
12:30The Electoral Tribunal appealed to the Constitutional Court to annul these decisions and continue
12:36with the electoral process.
12:40We would not like to think that this is a judicial blow to the execution of the electoral
12:44processes.
12:46We hope that those who are going to review these rulings will act to protect the right
12:50of the Bolivian people to decide to go to the polls.
12:54The people have decided and want to go to the polls on December 1st.
13:03Bolivia is one of the few countries that elects its highest judicial authorities by popular
13:08vote.
13:09Since its new constitution came into force in 2009, these authorities have been elected
13:14twice, although with little public support.
13:17Judicial authorities serve for six years and cannot be re-elected to the same position.

13:47Welcome back to From the South.
14:03On Wednesday, Haiti's Council of Government adopted a resolution condemning the massive
14:08and discriminatory deportations carried out by the Dominican Republic against its nationals.
14:12The resolution denounces a climate of growing xenophobia in which expulsions of Haitian
14:18nationals from Dominican territory are taking place without observing and respecting legal
14:23procedures.
14:24The meeting, urgently convened by Prime Minister Garry Conil, also helped to plan immediate
14:29responses that warranted respect for the human rights of its nationals.
14:33In this context, the Inter-American Commission on Human Rights condemned the attacks made
14:38on organizations defending the rights of Haitians in Santo Domingo.
14:47In Panama, the 20th anniversary of the creation of the Working Group on the United States,
14:52which is part of the Latin American Council of Social Studies, also known as CLACSO, was
14:57celebrated.
14:58The opening keynote address was led by Argentine sociologist Atilio Boron, who addressed the
15:05crisis of hegemony facing the US government.
15:08The sociologist questioned the current US controlled media system, which is being used
15:13to misdirect the attention of the international community.
15:17He also pointed out that Washington seeks to focus attention on Venezuelan affairs in
15:21order to justify aggressions against the Venezuelan people.
15:25The activity was held in homage to the Panamanian sociologist Marco Gandasegui, who was one
15:31of the precursors of the creation of this study group and its main promoter.
15:43A media system highly oligopolized and controlled by the United States.
15:48And if you have any doubts, check the front pages of today's Latin American newspapers,
15:52for example.
15:53They all say the same thing.
15:55The problems are all the same.
15:57At the international level in the midst of the genocide in Gaza, the attack on defenseless
16:01civilians in Lebanon, the horrors of the war in Ukraine, the aggression of NATO against
16:07China, the problem is Maduro.
16:09If one goes through and reviews the Mercurial, the Argentinian newspapers, the Brazilian
16:14newspapers, it seems that there is only one actor or two actors on the international scene,
16:20Donald Trump and Biden a little bit, and Maduro.
16:28Why?
16:29Well, because the vision of the empire is clearly to focus our attention on the issue
16:34of Venezuela, to justify the aggression against Venezuela, to justify the war that has been
16:40waged against Venezuela for at least eight years since 2016 with more than 930 unilateral
16:46course of measures against Venezuela.
16:52The United Nations organization affirmed that the resurgence of the armed conflict in Sudan
16:56is forcing the displacement to Chad of at least 25,000 people in the month of October
17:01alone.
17:02According to the report, Chad is hosting more than 600,000 displaced Sudanese people, with
17:08one of the highest influx being registered during the last week.
17:12In addition, the United Nations warned about the number of internally displaced persons,
17:17which rounds the 8 million of which almost 40,000 were registered in the first two weeks
17:23of the present October.
17:24The displacements are caused by increased hostilities between the armed forces and armed
17:29groups, which have generated insecurity in the population and a state of social instability.
17:40In northern Nigeria, a fuel tanker's blast has brought about 153 deaths so far.
17:46Authorities reported that 50 others had been injured in the accident that occurred in Higawa
17:51State after the driver lost control of the vehicle.
17:55Local residents assure that gasoline flooded the town's drainage and sewage system.
18:01Local officials do not rule out an upsurge in casualties.
18:10In the United Kingdom, for the first time in history, a painting created by an artificial
18:23intelligence-powered humanoid robot will be sold at a major auction house.
18:27The 2.2-metre-high portrait, titled Artificial Intelligence God, depicts Alan Turing, the
18:34pioneer mathematician and father of modern computing.
18:38The artwork created by the humanoid artificial intelligence robot AIDA is expected to fetch
18:45between £100,000 and £150,000 during South Byte's online digital art sale, scheduled
18:52from 31 October to 7 November.
18:55Developed by Aidan Mayer, an artificial intelligence specialist from the Universities of Oxford
19:01and Birmingham, AIDA uses advanced AI algorithms, cameras in its eyes and bionic hands to produce
19:10its works.
19:11This sale marks a significant milestone in the integration of this technology and art.
19:20I am really pleased to have my artwork in the auction at Sotheby's, and I am pleased
19:26because this work was also displayed at the United Nations.
19:32I aim my art to spark conversations about the role of new technologies, to further the
19:38aim of the UN to use AI for good.
19:45It's been a really exciting time, obviously this is a special moment, AIDA makes history
19:50as the first humanoid, realistic robot artist to submit work to a major auction house.
19:57It's called AI God, the painting, that's very significant, it's quite a provocative title.
20:03Why is that?
20:04Because we are absolutely seeing that we are going into this kind of post-human world.
20:09What does that mean?
20:10Well at the moment all humans are making decisions about all aspects of life, but we are increasingly
20:15migrating over to the algorithms making those decisions.
20:20We have come to the end of this news brief, but you can find this and many other stories
