01:42alternative against Western financial methods, as the increase in local currency transactions
01:48has succeeded in reducing debt or servicing fees, thus increasing the financial independence
01:54of the BRICS countries.
01:59Likewise, the Russian President Vladimir Putin held a meeting on Tuesday with the Prime Minister
02:07of India Narendra Modi, where he asserted that Moscow values the interaction with New

02:45city of Kazan to attend the BRICS Summit, where he seeks to broaden participation with
02:50a view to world economic development.
02:53Upon his arrival, the President stressed that Venezuela participates in international activity
02:58as part of the immense efforts of its leaders for the construction of a new multipolar world.

03:09era.
03:10Moreover, the head of state underlined that this is the first time Venezuela attends as
03:16a guest to a BRICS Summit and added that it is part of the energetic gear of the new pluricentric
03:22world that is being born.
03:31Also in the framework of the BRICS Summit, President Vladimir Putin met with his South

03:47bilateral policy based on the guidelines and projections of the 2023 Summit held in South
03:54Africa and assured it attaches particular importance to strengthening relations with
03:58all the countries of the African continent.
04:01On the other end, Ramaphosa stated that BRICS have the potential to lead changes in the
04:07global economy because they represent 27% of the world's gross domestic product.
04:19Russia and South Africa are coordinating their efforts to a large extent in the international
04:24arena with the aim of creating and shaping a just multipolar world order.
04:29And, of course, Russia attaches particular importance to strengthening relations with
04:35the countries of the African continent.

05:02over from us.
05:04As South Africa, we are sure that you will be able to chair our meeting and our Summit
05:13so that BRICS, as the enlarged BRICS body, will continue growing from strength to strength.
05:22As we have sought to unite the country, to stabilize the country politically, and we
05:29are rather pleased that with your support, in every respect, we have been able to reach
05:35this point in the history of our country.
05:39In addition, President Putin held talks with his Chinese counterpart, Xi Jinping, with
05:44the BRICS Summit, stressing that Russian-Chinese relations reached a high level of global partnership

06:13cooperation platforms for the consolidation of the developing world and emerging market
06:18economies.
06:24Russian-Chinese cooperation in world affairs acts as one of the main stabilizing factors
06:29in the global arena.
06:31We intend to further increase coordination in all multilateral platforms to ensure global
06:36security and adjust world order.
06:40In this context, the Chinese President addressed the unstable international situation and reaffirmed
06:45the friendship between both nations will remain solid throughout.
06:53The world is undergoing profound changes unseen in a century, and the international
06:57situation is becoming chaotic and intertwined.
07:01But I firmly believe the profound friendship between China and Russia from generation to
07:05generation will not change.
07:07The responsibility of serving the people will not change.

10:27They have demolished it, preventing young people from going about their business.
10:31People are being hit in the head by stray bullets, even when they are at home.
10:36Before yesterday, you could see a mother screaming for help.

12:19In Lebanon, authorities of the Sahel Hospital in Beirut opened doors to the media to refute
12:25false claims made by the Israeli occupying army after an attack on the facility left
12:2913 people dead.
12:31Precisely on Monday, the Zionist regime's troops bombed the hospital grounds, an operation
12:36that international law classifies as a war crime.
12:39In the aftermath of the strike, the Israeli army's spokesman Daniel Haggadi claimed the
12:45center served as a bunker for Hezbollah's financial resources.

13:20draw attention to the appalling reality of Gazan children.
13:25With the motto, the number one killer of children on earth is Israel, the campaign takes into
13:30account the staggering number of minors killed by Zionist troops.
13:34Also, in this regard, the United Nations Commissioner General for Palestinian Refugees, Philip Lazzarini,
13:39confirmed that Israeli authorities continue to deny the entry of missions to northern
13:44Gaza and denounced that they have turned humanitarian aid into a tool for their military
13:49purposes.
13:55In Israel, the mothers of soldiers returning from the Zionist army genocidal operation
14:00in the Gaza Strip explained that their sons have been struggling with mental health issues.
14:05The mother of a 40-year-old military reservist expressed that her son returned from Gaza
14:11traumatized of which led him to commit suicide.
14:15The occupying forces confirmed that soldiers suffer from post-traumatic stress or disorders
14:20due to their time in Gaza, but claim they have received adequate psychological treatment.
14:26In this context, the Israeli government refused to show the exact figure of soldiers who have
14:31taken their own lives, but data provided by the Ministry of Defense Rehabilitation Department
14:37reported that over 1,000 military personnel have been deactivated from operations due
14:43to receiving treatment for their mental health.
14:51In Sudan, in the capital of Al-Jazeera State, clashes between the army and the paramilitary
14:56rapid support forces, RSF, have caused the death of over 40 people.

16:25Council.
16:42On Monday, Irish authorities published binding rules to protect European Union users of video-sharing
16:48platforms from harmful content through the Online Safety Code.
16:53According to Ireland's Online Safety Commissioner, Niamh Hodnet, the code applicable from next
16:59month would bring an end to the era of social media self-regulation and will apply to platforms
17:05with their European Union headquarters in Ireland.
17:09It requires that the platforms protect people, especially children, from harmful video and
17:14associated content.
17:15In addition, it will prohibit the uploading or sharing of violent and racist content.
17:22The platforms will have the responsibility to stamp out cyberbullying and to report content
17:28that breaks the rules.
17:30Companies breaching the rules will face fines of up to €20 million or 10% of their annual
17:36turnover.
17:37We really want to see a step change in how the platforms have been behaving.
17:49We want to see clear evidence of behavioural change.
17:53For too long people have felt that the online world is the Wild West or there are no effective
17:57measures in place.
17:58Today marks the end of the era of self-regulation and there is now an effective statutory regime
18:02in place.
18:03We will be overseeing the platforms to ensure that they are complying with those obligations
18:07and we can hold them to account where they don't.
18:10We are part of a network of regulators as a member state in the EU.
18:17We have a particular responsibility here in Ireland because a lot of the large platforms
18:21are based here.
18:22A number of countries have those extra responsibilities as well.
18:27We work very closely with the European Commission and we are involved in investigations that
18:32they've already opened.
18:33For example, TikTok and X and so on.
18:36We're actively supporting those.
18:38Our teams talk regularly with the Commission staff and we do capacity building with them.
18:46It's really quite a close, but still early days development kind of a network.
18:51And in the context of the 16th summit of the BRICS being held in the Russian city of Sahan,
18:59let's have a contact with our special envoy, Juno Suhner, who has all the details of this
19:04first day of debates of this multilateral event.
19:10Hello from the Russian city of Kazan, where the 16th summit of the BRICS alliance has
19:17kicked off today on Tuesday, October 22nd.
19:2236 countries are taking part in it, in the summit, 22 of them at the level of heads of
19:29state or head of government.
19:31So the day was the day of arrival of political leaders of these countries.
19:37They were welcomed by a ceremony and some of them have already had their bilateral meetings
19:44with the Russian president, Vladimir Putin.
19:47His country has the chairmanship of BRICS and he is the amphitryon of this summit.
19:52So he met with the Indian prime minister, Narendra Modi, with Chinese president Xi Jinping,
19:59with South Africa's president Cyril Ramaphosa.
20:02And right now he is holding a bilateral meeting with Egyptian president Abdel Fattah el-Sisi.
20:08He also met with the chairwoman of the new development bank Dilma Rousseff, the bank
20:14connected to the BRICS alliance.
20:18And this bank's role is one of the important topics that will be discussed here on the
20:23summit.
20:24To achieve a de-dollarization, to achieve direct connection in payments between member
20:29countries, to have a better network between central banks of the BRICS countries is one
20:36of the topics on the agenda, as well as creating a safeguarding system for BRICS members against
20:43financial crises and establishing own trading platforms for important major commodities
20:50such as grain, oil or certain mining products is one agenda.
20:55Another agenda is the expansion and deepening of the alliance.
21:01As I said, 36 countries are taking part.
21:05Right now in discussion is the status of partner state, which has been announced by Russian
21:12presidential aide Yuri Ushakov, who said that 15 countries were candidates for that category,
21:20which will be below being a full member, but also not kept outside.
21:26So it would be an expansion light of the BRICS alliance.
21:30This will be discussed here on the summit, as well as the situation of Saudi Arabia.
21:36Tonight, the leaders have a welcoming ceremony among themselves and then an informal dinner.
21:43And on Wednesday, 23rd of October, the sessions will kick off, followed on 24th October by
21:52the reunion of BRICS+, where all the countries that would like to join the alliance or relate
21:59themselves to the alliance deeper will have the floor to meet in, to have bilateral meetings,
22:05as well as to present themselves in the reunions, multilateral reunions of the BRICS summit.
